I have that same problem with most of my games. To date I have found exactly two games of Blazing Angels in the month I've had it.

Test your XBOX Live settings. Make sure that NAT is not moderate.

No you do not need a new router. You need to set up a DMZ or do port forwarding, google it or there is a guide on xboxzone.com.au!!

As was said, if your connection is moderate rather than open you will have fewer games appear in searches. Your best bet is to add some XBW people like myself or others that have the game, and keep an eye out for planned matches in the Live forum. There was a game last night, I'm sure there'll be some more arranged shortly.
yea we played chapter 2 last nite...had some problems with ppl getting booted.
we're playing again tonight..but you might need chapter 2 download.
you can certainly add me for some chapter 1 co-op action.

Yeh i did it last week its pretty easy. If its not configured and you join the game, it can ---- the whole game up. So you should always make sure u got open nat if u wanna play !!

Probably because you have a certified Xbox Live router..most people do not...
